Governance design layers#
Part of the LDT Governance and Trust Framework — instantiates the iSHARE Data Space Template block Governance design layers (© iSHARE Foundation, see Legal notices).
Purpose#
A layered governance design per the template's nine principles: governance as the foundation of trust; multi-layer structure; authorities as facilitators, not central controllers; subsidiarity & federation; trust as both technical and organisational; rulebooks as modular instruments; separation of governance from operations; inclusivity; evolution over time.
LDT instantiation — drafted by iSHARE#
The LDT applies the nine principles in three layers:
- Scheme layer (this repo): common rules for identity, trust, policies, contracts — derived from the iSHARE Trust Framework; changes approved by the TIPS Committee; scheme-versioning via the change-board pattern (cf.
changes.ishare.eu). - Use-case layer: each profile (LEZ, PED, airport, port, Marketplace of the EU LDT Toolbox, agents) may add stricter rules for its data-usage group, never weaker ones.
- Participant layer: each participant's own policies, expressed as ODRL policies within the scheme's baseline.
Separation of governance and operations: TIPS governs; iLabs/Nunsys/site owners operate; iSHARE owns the canonical framework.
Status: DRAFTED — for TIPS review 9 Sep.
