Governance building blocks#

Part of the LDT Governance and Trust Framework — instantiates the iSHARE Data Space Template pillar Governance Building Blocks (© iSHARE Foundation, see Legal notices).

Purpose#

Per the DSSC Blueprint 3.0, governance is the backbone of a trustworthy data space. Two foundational blocks shape it: Organisational form & governance authority — the legal and organisational setup, the governance structure, and who holds authority over the rulebook, compliance and conflict resolution — and Participation management — how participants are onboarded, held accountable and offboarded, securely, inclusively and consistently. Decisions taken here are hard to reverse later, especially once the data space grows or federates.

LDT instantiation — where we stand#

The LDT's governance layer is deliberately thin during the pilot: no new legal entity, the Consortium Agreement as carrier, the TIPS Committee as the body that approves this scheme, iSHARE Foundation as Scheme Owner. The three-layer design (scheme → use case → participant) in Governance design layers is what keeps that thinness workable: use-case groups may tighten rules locally without renegotiating the scheme.

The open governance question for PD4 is not the pilot but permanence — what governs the LDT after M18. That is answered jointly by Organisational form & governance authority and the sustainability chapter of the business model.

Note on G1. The template publishes no guiding-questions page for Governance design layers; it states nine principles instead. This fork therefore has no guiding-questions.md for G1 — the principles are applied directly on the block page.

PD4 mapping#
