LDT Governance and Trust Framework#
The governance and trust scheme of the EUTwinLink pilot: one agreed set of rules for identity, access, usage, contracts and governance across the Local Digital Twins of Cartagena, Almelo/Aadorp, Aruba Airport and Hamburg Port — an official instantiation of the iSHARE Data Space Template, drafted by iSHARE Foundation as Scheme Owner.
v1.0 is the TIPS-approved baseline of this scheme, not its conclusion. It fixes what has been agreed so far, names what has not, and keeps running: 114 questions are open and assigned, and every change after M6 goes through the change procedure rather than through a new deliverable.
- Status v1.0 — baseline, not a finish line

What this is#
EUTwinLink interconnects the Local Digital Twins of Cartagena, Almelo/Aadorp, Aruba Airport and Hamburg Port into one trustworthy, interoperable network. Like every data space, that network needs one agreed set of rules for identity, access, usage, contracts and governance.
This site is that rulebook. It is a complete fork of the official iSHARE Data Space Template (which itself follows the DSSC Blueprint), instantiated for the LDT network: every template page has a counterpart here, and all 386 of the template's guiding questions are carried over verbatim. Where the template asks a question, we either answer it for the LDT network or assign it to a partner — as a 🧩 building block to contribute on the block page, or as an LDT answer slot on that block's guiding-questions page.
Nothing has been dropped to make the fork look finished. Template parity is generated from the upstream index and checked in CI, so an incomplete fork fails the pipeline rather than passing quietly.
Every question now carries a drafted answer, prepared after the 26 September v0.5 deadline passed without contributions. Drafted is not agreed: each answer is tagged Decided (already fixed by the Grant or Consortium Agreement), Proposed (a defensible default for TIPS to confirm, correct or reject) or Needs owner (cannot be answered without the named partner). The last kind — 114 of them — is collected in Open questions for partners, grouped by partner. Reviewing a draft is faster than writing one; that is the point.

How to contribute your building block#
Full instructions are in How to contribute. In short:
- Find your organisation in the Building-block register — it lists exactly which sections wait for your input, with owners and due dates.
- Review the drafted answers on your block's guiding-questions page: confirm or correct the Proposed ones and supply the Needs owner facts. Draft any 🧩 block still open on the block page.
- Submit as a merge request using the Building block template; the WP4 lead (iSHARE) reviews, the TIPS Committee approves.
Ground rules: reuse iSHARE model agreements and Rulebook clauses rather than drafting from scratch; make every operating condition machine-enforceable where possible (ODRL policy, credential check, registry entry); cross-reference PD1 (data management & ethics) and PD3 (architecture) instead of repeating them; record decisions rather than intentions.
